A GESTÃO DA POLITICA PÚBLICA EM EDUCAÇÃO À DISTÂNCIA: UMA PROPOSTA DE REVISÃO DAS AÇÕES ADMINISTRATIVAS E ACADÊMICAS EM BUSCA DA EFICIENCIA DA RELAÇÃO ENTRE DISCENTES MATRICULADOS E FORMADOS NO ÂMBITO DO SISTEMA UNIVERSIDADE ABERTA DO BRASIL – UAB
O artigo discorre sobre um
conjunto de reflexões sistematizadas acerca
da complexidade da gestão administrativa e
acadêmica do Sistema Universidade Aberta
do Brasil, com intuito de apresentar uma
proposta revisional, evidenciada por meio
do fortalecimento do conceito de gestão
compartilhada, integrando ações da CAPES,
por meio de sua Diretoria de Educação à
Distância, com as universidades, visando o
aprimorando dos processos de Accountability,
no sentido de buscar indicadores de eficiência
e resultados. A fundamentação teórica
metodológica em que se apoiou o estudo
estabeleceu - se no campo da pesquisa-ação
com cunho investigativo em temas como,
política e gestão pública, universidade, polos
de educação à distância, CAPES, o Sistema
Universidade Aberta do Brasil e Política
Educacional. Também, foram apresentados no
âmbito da Gestão Compartilhada do sistema
UAB, a criação de processos administrativos
e acadêmicos que possam permitir alcançar
a eficiência da formação superior, e, por
conseguinte a demarcação de sinais para uma
institucionalização da EaD nas instituições
públicas e, a partir de bases instrumentalizadas
e sólidas, beneficiar os estudantes em seu
processo de formação

Abstract:
The article discusses a set of
systematized reflections about the complexity of
the administrative and academic management
of the Brazilian Open University System, in
order to present a review proposal, evidenced
by the strengthening of the concept of shared
management, integrating CAPES actions of
its Directorate of Distance Education, with
universities, aiming at improving Accountability
processes, in order to seek indicators of efficiency
and results. The theoretical methodological
foundation on which the study was based was
established in the field of research-action with
an investigative character in subjects such as,
politics and public management, university,poles of distance education, CAPES, the Brazilian Open University System and
Educational Policy.
Also, the creation of administrative and academic processes that could allow the
achievement of the efficiency of higher education and, therefore, the demarcation of
signs for an institutionalization of EaD in public institutions were presented within the
framework of the Shared Management of the UAB system. of instrumented and solid
bases, to benefit students in their training process.
