ANALYSIS OF THE OPERATION OF THE STATE OF PARÁ IN RELATION TO SEIZURES OF WILD ANIMALS IN THE AMAZON

O interesse na fauna amazônica é datado desde a chegada dos portugueses no Brasil. Com isso, houve uma grande divulgação dos Animais Silvestres (AS), tanto para o mercado externo, como para o mercado interno. Na contemporaneidade amazônica, os AS são de grande importância na dieta alimentar de várias cidades da região. Entretanto, são caçados e apreendidos ilegalmente na floresta para consumo e para posse, quando são tratados indevidamente como animais de estimação. Nesse contexto, o presente estudo tem como objetivo caracterizar a atuação estatal a partir da aplicação de multas, assim como dos valores respectivos voltados à prevenção da caça e posse ilegal dos AS. A metodologia foi realizada com base no levantamento de dados e na análise documental do órgão competente estatal, qual seja, o Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais Renováveis (IBAMA/PA). Desse modo, foram solicitados os Relatórios de Auto de Infração (RAI) do Estado do Pará aplicados no período de 2009 a 2012. Como resultado, a pesquisa comprovou que no ano de 2010 o IBAMA aplicou o maior número de multas referentes à apreensão ilegal de AS. Já com relação aos valores, o ano de 2011 foi o que se encontrou maior soma muito embora não tenha sido possível identificar se tais valores foram revestidos em prol de políticas ambientais que visem dizimar a prática ilegal. Com isso, concluiu-se que o Estado não deve apenas aplicar a penalidade através das multas, mas também da implementação de programas preventivos de educação e conscientização ambiental e políticas públicas ambientais como forma estratégica de controle das ilegalidades advindas da apreensão dos AS.

    Interest in the Amazon fauna has been dated since the arrival of the Portuguese in Brazil. Thereby, there was a great disclosure of Wild Animals (WA), both for the external market and for the domestic market. In the contemporary Amazon, WA are of great importance in the diet of several cities in the region. However, they are hunted and seized illegally in the forest for consumption and possession, when they are improperly treated as pets. In this context, the present study aims to characterize state action from the application of fines, as well as the respective values ​​aimed at preventing hunting and illegal. possession of AS. The methodology was carried out based on data collection and documentary analysis by the competent state body, the Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais Renováveis (IBAMA/PA). Thus, the Reports of the Notice of Infraction (RNI) of the State of Pará, from 2009 to 2012, were requested. As a result, the survey showed that in 2010 IBAMA applied the highest number of fines related to the illegal seizure of WA. Regarding the values, 2011 was the year that found the largest sum even though it was not possible to identify whether these values ​​were covered in favor of environmental policies that aim to decimate illegal practice. It was concluded that the State should not only apply the penalty through fines, but also through the implementation of preventive environmental education and awareness programs and public environmental policies as a strategic way of controlling the illegalities arising from the apprehension of the WA.
