RELAÇÕES PORTO-CIDADE E O IMPERATIVO DA RESPONSABILIDADE: ANÁLISE DA ABORDAGEM DO PLANO MESTRE DO COMPLEXO PORTUÁRIO DE PARANAGUÁ
Este trabalho busca estabelecer um paralelo entre a crítica ao ideal de desenvolvimento estabelecida na obra O Princípio Responsabilidade do filósofo alemão Hans Jonas e o conceito de progresso apresentado em documento institucional e de gestão elaborado pela administração dos portos de Paranaguá e Antonina. Busca-se avaliar se a atenção dedicada à relação com a cidade e todas as sociabilidades que a compõem, bem como à vida que orbita em torno do porto, é suficiente já que analisamos o porto a partir de uma concepção de responsabilidade de natureza ética e política. Ao indicarmos o porto enquanto uma tecnologia, busca-se compreender se o significado da comunidade portuária é estritamente tecnificado nos documentos oficiais, sendo a sua relação com o porto empobrecida, uma vez que este não é responsável em relação ao destino da cidade. Além disso, busca-se compreender as contradições carregam em seu bojo, considerando tal relação frágil, do ponto de vista ético, mas economicamente fundamental. Para tanto, partimos do princípio responsabilidade enquanto quadro teórico para observar a relação ética e técnica do porto com a cidade de Paranaguá a partir daquilo que é explicitado em documentos oficiais. Isso porque formula-se que há o risco de uma catástrofe que ronda a humanidade se considerarmos que a exploração de recursos naturais de forma desenfreada para o atendimento aos anseios do ideal de progresso, da industrialização e do desenvolvimento tecnológico culmina com a incompatibilidade da permanência da vida humana na terra, sendo indispensável pensar em caminhos alternativos ao desenvolvimento.

Abstract:
This work aims to establish a parallel between the criticism of the ideal of development established in the work The Imperative of Responsibility of the German philosopher Hans Jonas and the concept of progress presented in an institutional and management document prepared by the administration of the ports of Paranaguá and Antonina. It seeks to assess whether the attention devoted to the relationship with the city and all the sociability that compose it, as well as to the life that orbits around the port, is sufficient since we analyze the port from an ethical and responsible conception of responsibility. policy. By indicating the port as a technology, we seek to understand whether the meaning of the port community is strictly technified in official documents, and its relationship with the port is impoverished, since it is not responsible for the destination of the city. In addition, it seeks to understand the contradictions they carry within, considering such a fragile relationship, from an ethical point of view, but economically fundamental. Therefore, we start from the principle of responsibility as a theoretical framework to observe the ethical and technical relationship of the port with the city of Paranaguá from what is explained in official documents. This is because it is stated that there is a risk of a catastrophe that surrounds humanity if we consider that the exploitation of natural resources in an unbridled way to meet the aspirations of the ideal of progress, industrialization and technological development culminates in the incompatibility of the permanence of human life on earth, and it is essential to think of alternative paths to development.
