UM HISTÓRICO SOBRE AS POLÍTICAS DE QUALIDADE NO ÂMBITO DA EDUCAÇÃO A DISTÂNCIA
Foi a partir da década de 1990, que teve início um grande movimento que incentivou e consolidou a aplicação de estudos sobre a “qualidade” no âmbito da educação. Até então restrito, sobretudo ao âmbito empresarial, a qualidade passou a se tornar um tema central nas agendas de governos neoliberais da Europa e dos EUA e passou a nortear as políticas educacionais também no Brasil. O discurso em torno da qualidade na educação sempre teve como pano de fundo a construção de um modelo educacional massificado que não considerava as diversas particularidades pedagógicas, regionais e sócio-econômicos dos diferentes níveis e modalidades de ensino. Assim como no ensino presencial, na modalidade a distância o roteiro não foi diferente, e culminou com o desenvolvimento de “padrões de qualidade” que abriram o caminho para a implementação de indicadores e ferramentas avaliativas. Assim, o objetivo deste trabalho é apresentar uma discussão em torno da qualidade no âmbito da educação a distância, principalmente em relação às políticas que impactaram diretamente esta modalidade de ensino, mais especificamente, os Referenciais de Qualidade da Educação Superior a Distância. Paralelo a isso, uma análise sobre a expansão de matrículas em cursos a distância poderá demonstrar possíveis ligações com a regulamentação desta modalidade de ensino. Os resultados levantados e analisados mostraram-se eficientes para entender e relacionar a evolução das políticas de qualidade frente ao aumento crescente da participação das instituições privadas no número de matrículas na modalidade EaD.

Abstract:
It was in the 1990s that a great movement began that encouraged and consolidated the application of studies on “quality” in the field of education. Until then restricted, especially to the business environment, quality has become a central theme on the agendas of neoliberal governments in Europe and the USA and has started to guide educational policies in Brazil as well. The discourse around quality in education has always had as a backdrop the construction of a mass educational model that did not consider the different pedagogical, regional and socio-economic particularities of the different levels and modalities of education. As in the face-to-face teaching, in the distance mode the script was no different, and culminated in the development of “quality standards” that paved the way for the implementation of indicators and assessment tools. Thus, the objective of this work is to present a discussion around quality in the scope of distance education, mainly in relation to the policies that directly impacted this teaching modality, more specifically, the Quality References of Higher Distance Education. Parallel to this, an analysis of the expansion of enrollment in distance learning courses may demonstrate possible links with the regulation of this type of teaching. The results collected and analyzed proved to be efficient to understand and relate the evolution of quality policies in face of the increasing increase in the participation of private institutions in the number of enrollments in distance education.
