GESTÃO & GOVERNANÇA DE TECNOLOGIA DA INFORMAÇÃO: PROPOSIÇÃO DE UM MODELO DE LEAN INFORMATION TECHNOLOGY PARA PEQUENAS E MÉDIAS EMPRESAS
O objetivo deste trabalho foi propor
um modelo teórico-conceitual que apoie a
implantação de governança de tecnologia
da informação (GTI) nas pequenas e médias
empresas (PMEs). Com base nas teorias de GTI,
LeanIT (lean information technology) e gestão
de PMEs, realizou-se um estudo qualitativo por
meio do qual desenvolveu-se um modelo para
estimular a implantação da GTI nesses tipos de
empresas. Os resultados observados indicam
que: (i) as PMEs, apesar das dificuldades, têm
no modelo apresentado uma possibilidade
de incremento à gestão e Governança de TI,
com propensa mudança de visão acerca das
funções da TI; (ii) que LeanIT nessas PMEs,
por meio da aplicação dos princípios, se
apresenta como fator de integração para TI
e negócio, promovendo tanto a participação
dos dirigentes nas decisões de TI, quanto um
melhor entendimento das necessidades de TI
para a PME; (iii) Novas formas de classificação
de empresas para aplicação de modelos de
Gestão e Governança de TI são úteis quando
se levam em consideração, também aspectos
qualitativos, ao invés de somente aspectos
quantitativos.

Abstract:
The objective of this research was
to propose a theoretical-conceptual model that
supports the implementation of IT governance
in small and Medium-Sized enterprises (SMEs).
Based on the theories of information technology
governance, lean information technology
(LeanIT) and management of small and
Medium-Sized enterprises, a qualitative study
was carried out to develop a model to stimulate
the implementation of GTI in these types of
companies. The observed results indicate that:
(i) SMEs, despite the difficulties, have in the
model presented a possibility of increment to
the management and IT Governance, with a
probable change of vision about the functions
of IT; (ii) that LeanIT in these SMEs, through
the application of the principles, presents itself
as an integration factor for IT and business,
promoting both the participation of managers in

the TT decisions and a better understanding of the IT needs for SMEs; (iii) New forms
of business classification for application of IT Governance and Management models
are useful when qualitative aspects are taken into account, rather than only quantitative
aspects.
